This Peci on the market is called Russian Feather Peci. The feather peci is commonly worn by muslim community in Russia. 

We named with Bukhara for reference to a region in Russia who was a muslim population, the city was also the city of the birth of the famous hadith of the hadith of the Ima Bukhari Rahirahlah.
